Está na imprensa hoje a notícia de que a Confederação Brasileira de Aposentados e Pensionistas (Cobap) ameaça divulgar os nomes dos parlamentares que votarem contra duas propostas de lei de seu interesse. Um desses projetos é o n.Projeto n. 01/07, a chamada Emenda Paim (PT-RS), que reajusta todas as aposentadorias pelo reajuste do salário mínimo.
Entendo a ansiedade que envolve a situação: de um lado, os velhinhos, lutando por reajuste, de outro, a eventual impossibilidade política de concedê-lo (o Ministério da Previdência seria contra a aprovação, conforme o site 'Aposentado bem Informado"). É o jogo. O ridículo da situação é que o argumento utilizado pelos jogadores: ameaça de transparência.
E, infelizmente, o tema não é novo, como se vê na lista abaixo:

Por aqui, o que devia ser regra - a transparência - vira sinônimo de punição e - parece - serve ao jogo político.
Sim, é claro que é ingênuo imaginar agentes com poderes políticos divulgando, espontaneamente, suas reais intenções, concordo. Mas também é verdade que, em nossa democracia incipiente, a adoção incondicional da transparência dos atos dos agentes públicos evitaria a edição de atos secretos que justificam privilégios escusos e fundamentam negociações idem, como os que vimos serem divulgados recentemente (e que ainda nos assombram).
Pelo bem da gente de bem (e para coibir os demais), o resultado de qualquer votação ou decisão ou ato dos três poderes (Legislativo, Judiciário e Executivo), sem exceção, deveria estar sempre no ar, pra quem quisesse ver. Assim, não haveria o que ameaçar.
It's in the press today the news that the Brazilian Confederation of Retirees and Pensioners (Cobap) threat to disclose the names of lawmakers who vote against two bills of their interest. One of those bills is the n.01/07, known as Amendment Paim (PT-RS), which resets all pensions by a minimum wage increase.
I understand the anxiety surrounding the situation: on one side, the retiree, striving for adjustment, and on the other side, the political impossibility of granting it (apparently, the Ministry of Social Security is against the bill). That's how the game is. The ridiculous situation is the argument used by the players: the threat of transparency.

Here in Brasil (Brazil?) what should be the rule - transparency - becomes synonymous with punishment, and - it seems to - serves the political game.
Yes, of course it is naive to imagine that agents with political power will widespread, spontaneously, their real intentions, I agree on that. But it is also true that in our fledgling democracy, the adoption of unconditional transparent for every acts of public officials would avoid the secret acts which justify privileges and veiled negotiations, as those recently mentioned in press (and that still haunt us) .
For the sake of good people (and to deter others), the result of any vote or decision of the three powers (legislative, judiciary and executive), without exception, should always be in the air for anyone to see.
